General Rules for Delaware Championship Baseball Tournaments

 

 

  • Age: Player's age will be determined by how old they are on April 30, 2017 (For the fall 2016 through summer 2017 seasons).

  • Payment must be received 21 days prior to the start of your tournament unless other arrangements have been made.  Rosters and insurance must be submitted to DCB prior to your first game.  Checks can be made payable to "Delaware Championship Baseball".   You can not play your first game until these conditions have been met.  The roster turned in at the beginning of your tournament is final.  You may not add to that roster once your schedule begins.

  • Coolers:  All teams are allowed a team cooler for drinks.  All other coolers are prohibited from our parks.  We will have snack bars open for your patronage and greatly appreciate your business.

  • All teams must be at the field and ready to play one hour before their scheduled game time.  If the tournament is running ahead of schedule we will stay ahead of schedule.  

  • The team manager must check in with the Tournament Director or Site Director upon arrival to the ballpark.  

  • Home and visitor for pool play games will be determined by a coin toss.   Dugouts are handled on a first come first serve basis.  

  • There is no infield practice before game.  Batting cages are first come first serve.   Please be considerate of other teams and share. Please respect our fields and do not soft toss against any of the fencing.

  • All games, with the exception of the Championship game, will have a 2 Hour time limit(8U has a 1 hour 45 minute limit).  No inning will start after time expires.  Inning ends when third out is recorded on prior inning.  If home team is ahead when time is expired, the game is over immediately. Pool Play games can end in a tie.  On Sunday, tie scores are broken by use of International Tie Breaking System.   These rules are subject to change by the tournament director prior to the start of any game.

  • Home team is determined to be the official book at all games.  Please communicate with other team throughout games to verify score, inning, etc...

  • 8u to 12u will play 6 inning games (if time allows).  13U and above will play 7 inning games (if time allows). 

  • Ages 8 to 10 will play on a 46/60 field and will play Little League Major Division Playing Rules (This does not include safety and mandatory play rules).  Notes: 1.  Little League Bat Rules Apply to these divisions.  2.   Infield fly and Uncaught third strike are in play!   3. 8U does not follow uncaught third strike.

  • Ages 11 and 12 will play on 50/70 Field.    Bat rules are open.

  • Age 13u will play on either a 54/80 or 60/90 field.   Field size will be based on field availability and communicated to the manager in advance to prepare.  Bat rules are open.  We will try to utilize 54/80 fields as much as possible in the fall season to help with the transition to the big field.

  • Ages 14U, 16U, and 19U will play on a 60/90 field.   Bat rules are BBCOR or Wood only.

  • Ages 11 and up will play DCB then American League Rules.  

  • Cleat restrictions:  13U and up have no restrictions.  12U and down have may use rubber or molded cleats only.

  • Avoid contact rule:  A player must attempt to avoid contact at all bases.  A player that is deemed reckless or violent in attempt to reach a base is subject to ejection (umpire discretion).  Note:  a player is not required to slide, only to attempt to avoid contact.

  • Sliding:  All players at all ages are allowed to slide head first into any base.

  • Ejection rule:  Any player, coach, or fan who has been ejected is to leave the field for the remainder of the current game and the enitire next game their team is playing.  They must observe the "sight and sound" rule.

  • All games are official at the completion of three innings. 

  • A team may start and or finish a game with 8 players.  9th spot in batting order will be recorded as an out.

  • Mound Visits:  You are allowed one visit per pitcher per inning.  Second visit per inning requires a pitching change.  

  • Pitchers may re enter(one time) as long as they have remained in the game and their replacement pitcher has pitched to one complete batter. There are no pitching restrictions, please remember you are responsible for these players and their arms!!!

  • Pitchers do not need to throw to the batter at any level for an intentional walk.

  • Balks:  All balks are dead balls.  No warnings.

  • Fake bunting:  The act of faking a bunt, pulling it back and swinging is not allowed (13U and below).  The result of this act will be a dead ball and batter is out.

  • Courtesy Runners:  You may elect to run for your catcher or pitcher at any time.  The runner will be any player not in the line-up (batting order).  If you are batting your entire lineup the courtesy runner will be your last batted out (batted out = the last player to be out while batting/not a runner on base).

  • Line-up:  The only line-up that is required is the batting order.  Your batting order must be turned over to the opposing manager prior to the plate meeting.  Umpire will ask you how many players you have and how many you are batting.  If you bat your entire roster you can not pinch run.  If you have an injury or ejection it will result in an out every time that spot in the lineup comes to bat.  

    • Defensive sub can be made at any time.  Any player on the roster may play in any defensive position at any time, reguardless of being in the batting order

    • Teams may bat 9 players, the entire lineup or anywhere in between.  Once the number of batters is determined, it must remain for the entire game.  A subsitute is anyone not placed in the original lineup.  Once a subsitute bats or runs for a player (not the pitcher or catcher), the sub and the original starter are locked into that batting position for the remainder of the game and either one may bat or run in that position ONLY.   

  • All issues must be handled immediately with umpires in a professional manner.  If a protest is filed a $100 cash deposit is due immediately at time of protest.  Tournament Director will rule.  If you win your protest you will be given the deposit back.   If not, your donation of $100 to the tournament is greatly appreciated.

  • Mercy rule is as follows:  15 after 3 innings, 10 after 4 innings, and 8 after 5 innings.  If home team is ahead by mercy run limit the game is over immediately.   If the visiting team goes up by mercy rule in the top half of the inning the home team will have an opportunity to bat.

  • Seeding for single elimination will go as follows:  Overall record, runs allowed, runs scored, head to head.  If additional determination needs to be made the Tournament Director will rule.

  • In the event of bad weather or team withdrawal the following refund policy is in place:

    • 0 games played == full refund less $75 administrative fee

    • 1 game played == 50% refund less $75 administrative fee

    • 2 or more games played == no refund, tournament is official and winner will de determined based off seedings (seedings of remaining teams if single elimination is in progress).
